Council Funds Jail Beds, Suspends SDCís Temporarily & Adopts 2014-15 Budget.
The Grants Pass City Council last night passed an ordinance adding a chapter to the Municipal Code establishing a jail services utility fee, then a resolution establishing the level of those fees and authorized the City Manager to negotiate a contract with the county for those jail beds.
The end result is there will be no interruption in the number of jail beds the city may utilize through June 30th, 2015. The cost to the individual home owner will be $3.74 added as a line item to the utility bill that will first appear on the August bill.
That will fund about two thirds of the $972,000 needed to rent 28 jail beds daily. The rest will come from transportation utility fees for business which could amount to thousands for some major retailers.
The city then reduced system development charges for parks and transportation by 100 percent for six months in hopes of spurring development.
Councilors also adopted the new fiscal budget of just over $113 million and added the $972,000 for the jail beds. The rate per $1,000 of assessed value will be $4.13 permanent rate, plus $1.79 for the public safety levy and just over 40 cents for the debt service fund. The estimated total will be almost $6.33 per thousand dollars.
